Information Security Orientation Guidelines for New Employees

  • According to a directive from the Executive Yuan’s Information and Communications Security Office, new employees should be fully aware of basic information security concepts. Intellectual Property Rights Orientation

  1. Please proactively check your company website or personal teaching website for any unauthorized materials or software. If found, we recommend removing them immediately. If you do not have authorized PDF files of textbooks and papers from online or library electronic resources, please do not post them on your personal teaching website. It is recommended that you simply link to the download source to avoid potential copyright infringement. Regarding intellectual property rights issues related to teachers citing textbooks in class, please refer to the Ministry of Economic Affairs’ Intellectual Property Office.
  2. Please check your personal computers and public computers in the units, departments, and research labs you manage to see if any unauthorized commercial software or P2P software is installed. If such software is installed, please assist in removing it. If you are unsure whether the software is authorized by the university or have technical questions about removing it, please contact the Computer Center System Administration Team for assistance.
  3. Please check the side of any computer equipment that is university property to see if there is a sticker stating “Respect and Protect Intellectual Property Rights.” If not, please contact the Center to obtain one and assist in applying it.

Essentials for protecting your personal computer

  • Please regularly back up important personal files and documents.
  • Keep patches updated (e.g., Windows, Office, Flash, Adobe, etc.).
  • Use complex passwords and change them regularly.
  • Use genuine software and avoid installing unauthorized software.
  • Reduce the use of P2P software such as Foxy, BT, etc.
  • Install antivirus software and update virus signatures promptly and scan regularly.
  • Enable and use firewall controls.
  • Confirm links sent via instant messaging software with the sender before clicking on them.
  • When logging into any website, verify the URL to avoid phishing scams.
  • Avoid clicking on advertisements or visiting unauthorized websites.
  • Scan for viruses after downloading files.
  • Use USB drives correctly, such as scanning for viruses before use, opening them in File Explorer mode, and disabling the autorun function.

Self-check for viruses, backdoors, or Trojans.

Is the system abnormal?

  •  Abnormally slow
  • Is the CPU usage high (above 95%)?
  • Frequent low memory messages
  • Do unknown windows pop up when using a computer or surfing the Internet?
  •  Some system programs cannot be opened or executed
  • Are there any unknown files generated in the computer?
  • Unable to display hidden files
  • An unknown process is running in the task manager
  • Computer automatically sends advertising letters
  • Unknown programs are started at startup
  • An unknown service is started or a system service is disabled
  • The firewall is enabled on an unknown port or cannot be started.
  • Antivirus software keeps popping up virus interception messages
  • Antivirus software automatically shuts down or fails to start
  • Unable to update virus pattern

Is the network abnormal?

  •  Unable to connect
  • The network is working but I cannot browse the web
  • Slow network speed
  • Is there a continuous large amount of upload and download traffic when the network is not in use?
  • Are there any unknown connections?
  • Unable to connect to the antivirus software website or Windows Update website
  • The linked webpage is redirected to an incorrect website

Basic steps in treating poisoning

If you can still access the Internet

  1. Check if the virus code of the anti-virus software is the latest. If not, go to the official website of the anti-virus software to download the latest virus code and update it to the latest version.
  2. Turn off System Restore
  3. Enter safe mode (do not enable network functions)
  4. Clear web pages and system temporary files
  5. Check the startup items in the registry file and delete suspicious items
  6. Use anti-virus software to scan for viruses

If you can’t access the internet

  1. Use another computer to download the latest virus code from the anti-virus software official website and update it to the latest version.
  2. Repeat steps 2 to 6 above
